At the 2019 Surface Navy Association Symposium, ADM Bill Moran addressed the challenges and importance of getting our arms around the Navy's data. Moran challenged industry to help the Navy break mission-critical data out of old system and silos, to change the mindset of individual ownership of mission data to Navy ownership of mission data, and to move with speed from both the top down and the bottom up.
ADM Moran is certainly right that the Navy has failed to effectively capitalize on lessons from the past because of the challenges of making that data available and usable. He highlighted ongoing efforts by the Navy Safety Center to do just that - bring mishap data from the past into an interactive format that can be used to train Sailors for the challenges of today and the future.
While there are data that we absolutely must convert into more modern, portable, usable formats, there are also data for which the ROI of conversion is poor, and it would be more cost effective to modernize data standards and let time and experience refill the data lake with more usable and useful information that today's systems can make available to the Fleet.
It will take careful and intelligent leadership to make sure that we understand which is which, and to ensure we don't discard vital warfighting lessons along the way.
